မည္ဟု တ႐ုတ္ ကုမၸဏီက ေျပာၾကားထားေၾကာင္း စီးပြားေရးႏွင့္ ကူးသန္းေရာင္းဝယ္ ေရးဝန္ႀကီးဌာနမွ တာဝန္ရွိသူတစ္ ဦးက ႏုိဝင္ဘာ ၁၅ ရက္တြင္ ေျပာ ၾကားသည္။
ယခင္အစိုးရလက္ထက္ တြင္ အဆုိပါစီမံကိန္းကို တ႐ုတ္ ဘက္က ရွယ္ယာပိုင္ဆုိင္မႈ ၈၅ ရာခိုင္ႏႈန္း၊ ျမန္မာဘက္က ၁၅ ရာခုိင္ႏႈန္းျဖင့္ အေကာင္အထည္ ေဖာ္ရန္ သေဘာတူထားၿပီး လက္ ရွိအစိုးရက သေဘာမတူ၍ ျပန္ လည္ညႇိႏိႈင္းျခင္းျဖစ္သည္။
‘‘သူတုိ႔ဘက္က တင္ထား တာပါ။ ကိုယ္ေတြဘက္ကလည္း ဝန္ႀကီးဌာနေတြ၊ ပညာရွင္ေတြနဲ႔ ေဆြးေႏြးၿပီး ျပင္ထားတာရွိတယ္။ လက္မွတ္ထိုးႏုိင္ဖို႔ ႀကိဳတင္ျပင္ ထားတဲ့ အေနအထားပါ။ တစ္ ဖက္နဲ႔တစ္ဖက္ ညႇိႏိႈင္းေနပါ တယ္’’ဟု အထူးစီးပြားေရးဇုန္မ်ား ၏ တာဝန္ခံဝန္ႀကီးဌာနအျဖစ္ ေဆာင္ရြက္ေနသည့္ စီးပြားေရး ႏွင့္ ကူးသန္းေရာင္းဝယ္ေရးဝန္ ႀကီးဌာနမွ အထက္ပါတာဝန္ရွိသူ က ဆက္ေျပာသည္။
ေက်ာက္ျဖဴအထူးစီးပြားေရး ဇုန္သည္ ရခုိင္ျပည္နယ္ ေက်ာက္ ျဖဴၿမိဳ႕တြင္ တည္ရွိၿပီး တ႐ုတ္အစိုးရပိုင္ CITIC ကုမၸဏီအုပ္စုက အ ေကာင္အထည္ေဖာ္ခြင့္ရထား သည္။ အဆုိပါစီမံကိန္းကို ယခင္ အစိုးရသက္တမ္းကုန္ဆံုးခါနီး တြင္ အလ်င္အျမန္အေကာင္အ ထည္ေဖာ္ရန္ ေဆာင္ရြက္ခဲ့ၿပီး စီမံကိန္းအတြက္ တ႐ုတ္ထံမွ အစိုးရက ေခ်းယူရမည့္ေငြသည္ အတိုးႏႈန္းမ်ားသျဖင့္ ေဒသခံမ်ား က စိုးရိမ္ေနေသာ စီမံကိန္းျဖစ္ သည္။ တင္ဒါေအာင္ထားသည့္ CITIC ကုမၸဏီအုပ္စုသည္ ေက်ာက္ျဖဴအထူးစီးပြားေရးဇုန္ အတြင္း စက္မႈဇုန္ႏွင့္ ေရနက္ဆိပ္ ကမ္းစီမံကိန္းႏွစ္ခုကို ကန္ေဒၚ လာ ကိုးဘီလီယံ ရင္းႏွီးျမႇဳပ္ႏွံၿပီး ေျမဧက ၄,၂၀၀ ေက်ာ္ အသံုးျပဳ မည္ဟု ဆုိသည္။

China has agreed to take a 70 percent stake in a strategically important sea port in Burma, at the lower end of a proposed range amid local concerns about Beijing’s growing economic clout in the country, a senior government official said.
Oo Maung, vice chairman of a government-led committee overseeing the project, said Burma had pushed for a bigger slice of the roughly US$7.2 billion deep sea port in western Arakan State, in negotiations with a consortium led by China’s CITIC Group. Agreement was reached in September, he said.
“Locals from Rakhine [Arakan] and communities across Myanmar [Burma] think that the previous 85/15 percent agreement is unfair to Myanmar. People disagree with the plan and the government is now trying to make a better deal,” he said.
The new proposal has been sent to the office of Burmese Vice President Henry Van Thio for approval, Oo Maung said. But the two sides have not yet reached an agreement on financing details, he added, saying further negotiations were needed to move the project forward.
Beijing-based CITIC, China’s biggest and oldest financial conglomerate, did not immediately respond to requests for comment.
Yuan Shaobin, executive president of CITIC Myanmar, told the Myanmar Times in an interview published on Monday that the company had agreed to a 30 percent stake, but also said more negotiations were needed to iron out the financing details.
Reuters in May reported that state-owned CITIC had proposed taking a 70-85 percent stake in the Kyaukphyu port, a part of China’s ambitious “Belt and Road” infrastructure investment plan to deepen its links with economies throughout Asia and beyond.
China has been pushing for preferential access to the deep sea port of Kyaukphyu on the Bay of Bengal, an entry point for a Chinese oil and gas pipeline that gives it an alternative route for energy imports from the Middle East that avoids the Malacca Strait, a shipping choke-point.
The port is part of two projects, which also include an industrial park, to develop a special economic zone in Arakan. CITIC was awarded the tenders in both initiatives in 2015.
Disagreement on Financing
CITIC and Burma‘s civilian government are still negotiations over financing the project, Oo Maung said.
He said under the previous agreement, struck by the former military-backed government of President Thein Sein, Burma was responsible for only 15 percent of the funding.
CITIC has now asked the government to contribute 30 percent, in proportion to the stake agreed, while Burma wants to stick to the original split, he said.
The economic zone faces opposition from activists and residents who criticised the tender process and said the development would have a negative impact on local people.
China says the Kyaukphyu development is based on “win-win” co-operation between the two countries.
CITIC says it will build a vocational school to provide training for skills needed by companies in the economic zone. It has given $1.5 million to local villages to develop businesses.
CITIC’s consortiums include China Harbor Engineering Company Ltd, China Merchants Holdings, TEDA Investment Holding, and Yunnan Construction Engineering Group. The only non-Chinese state-owned company involved is Thailand’s Charoen Pokphand Group.
A total of 52 Burmese companies will contribute to half of Burma‘s stake in the Kyaukphyu port, according to San Myint, general manager of the local consortium Myanmar Kyaukpyu Special Holding Company.
Burma‘s leader, Aung San Suu Kyi, has argued that economic development is the solution to the long-running ethnic tensions in Arakan State. The port is in the southern part of the state, which has so far not been affected by the violence in northern Arakan in recent weeks.

ဟုတ္ကဲ့ပါ။ ဒီကေန႔ျပည္ေထာင္စုလႊတ္ေတာ္မွာ ေက်ာက္ျဖဴအထူးစီးပြားေရးဇုန္အျဖစ္ သတ္မွတ္ေၾကညာႏိုင္ဖို႔ အမိန္႔ေၾကာ္ျငာစာ ထုတ္ျပန္ႏုိင္ေရးကိစၥ ျပည္ေထာင္စု လႊတ္ေတာ္မွာ အစိုးရဘက္ကတင္ျပေဆြးေႏြးတာမွာ ထည္႔သြင္းေျပာၾကားခဲ့ တာျဖစ္ပါတယ္။ ဒီစီမံကိန္းကို ေျမဧက ၄၀၀၀ေက်ာ္မွာ တည္ေဆာက္သြားမွာပါ။ ဒီထဲမွာ ေရနက္စီမံကိန္း၊ စက္မႈဇံုနဲ႔ အဆင့္ျမင့္အိမ္ယာ စီမံကိန္း ေတြ ပါဝင္မယ္လို႔ ေျပာပါတယ္။

ရထားပို႔ေဆာင္ေရး ဒု၀န္ႀကီး ဦးျမင့္သိန္းက က်န္တည္ေဆာက္ေရး အပိုင္းေျမေနရာေတြနဲ႔ပတ္သတ္ၿပီး လႊတ္ေတာ္မွာခုလိုေျပာဆိုခဲ့တာပါ။

ဦးျမင့္သိန္းက ေက်ာက္ျဖဴ၊ ရမ္းျဗဲ မာန္ေအာင္မွာ လုပ္ေဆာင္မယ့္ စီမံကိန္းေတြနဲ႔ ပတ္သတ္ၿပီး ခုလိုေျပာျပပါတယ္။

ဒီစီမံကိန္းနဲ႔ပတ္သတ္ၿပီး အမ်ိဳးသားလႊတ္ေတာ္ ကိုယ္စားလွယ္ ေဒါက္တာေအးေမာင္ ကေတာ့ ခုလိုသံုးသပ္ေျပာဆိုလိုက္ပါတယ္။
" ဦးသိန္းစိန္အစိုးရအေနနဲ႔ ဒါကို ျပန္သံုးသပ္ၿပီးေတာ့မွ လာမယ့္ အစိုးရမွာ ေရရွည္ျပည္ေထာင္စု အက်ိဳး ျပည္နယ္အက်ိဳး ဘယ္လိုခံစားရမယ္ ဆိုတာ ဆင္ျခင္သံုးသပ္ၿပီးမွ ျပန္လည္သံုးသပ္ သင့္တဲ့ စီမံကိန္းလို႔ပဲ က်ေနာ္ သံုးသပ္ပါတယ္။ ျပည္နယ္အစိုးရရဲ႕ လုပ္ပိုင္ခြင့္က ဘယ္ေလာက္အထိ ရွိသင့္သလဲ။ ျပည္ေထာင္စုအစိုးရရဲ႕ လုပ္ခြင့္က ဘယ္ေလာက္အထိ ေနာက္ကို ဆုတ္သင့္သလဲ အဲ့ဒီ့အေပၚ မူတည္ၿပီးမွ သက္ဆုိင္ရာ ျပည္နယ္အစိုးရရဲ႕ လုပ္ငန္းခြင္မွာ အလုပ္အကိုင္ဖန္တီးေပးရမွာေပါ့။ အဲ့ဒီ့ေတာ့ ျပည္မနဲ႔ ျပည္ပကို စြန္႔ခြာသြားတဲ့ ရခုိင္အမ်ိဳးသား ေတြ ဘယ္ေလာက္ရွိသလဲ။ အဲ့ဒီ့ပုဂၢိဳလ္ေတြကို ျပည္ေထာင္စု အစိုးရ ရဲ႕ အထူးစီးပြားေရးဇုန္မွာ လုပ္ငန္းခြင္ ဖန္တီးတဲ့အလုပ္ ဘယ္ေလာက္ အထိ ရွိႏိုင္သလဲ ဒါကို ျပန္ဖိတ္ေခၚရမယ့္ အေျခအေနျဖစ္တဲ့အခါမွာ လာမယ့္ ျပည္ေထာင္စုအစိုးရနဲ႔ ျပည္နယ္အစိုးရရဲ႕ တာဝန္ လုပ္ပိုင္ခြင့္က အင္မတန္ အေရးႀကီးပါတယ္။ အဲ့ဒီ့အေပၚ မူတည္ၿပီးမွ က်ေနာ္တို႔ ျပန္ေဆြးေႏြးဖို႔ ရွိႏိုင္ပါတယ္။ "
ေက်ာက္ျဖဴအထူးစီးပြား ေရးဇုန္ အေကာင္အထည္ေဖာ္ဖို႔ အတြက္ၿပီးခဲ့တဲ့ ဇူလုိင္လက အေကာင္အထည္ေဖာ္မည့္ တည္ေဆာက္ေရးသုံးခုအတြက္ တစ္ခုခ်င္းစီ အလိုက္ တင္ဒါမွတ္ပုံတင္ေၾကး အေနနဲ႔ အေမရိကန္ေဒၚလာ တစ္ေထာင္ သတ္မွတ္ ကာ အျပည္ျပည္ ဆုိင္ရာ တင္ဒါေခၚယူ ထားပါတယ္။ ႏိုင္ငံတကာ လုပ္ငန္းရွင္မ်ား ကို တင္ဒါေခၚယူေသာလုပ္ငန္း မ်ားမွာ ဆိပ္ကမ္း တည္ေဆာက္ ေရး၊ စက္မႈဇုန္အေကာင္အထည္ ေဖာ္ေရး၊ အေျခခံ အေဆာက္အအုံမ်ား အေကာင္အထည္ေဖာ္ေရး စတဲ့ လုပ္ငန္းမ်ား ျဖစ္ပါတယ္။
ေက်ာက္ျဖဴအထူးစီးပြားေရး ဇုန္ဟာ တ႐ုတ္-အိႏၵိယႏွင့္ အ ေရွ႕ေတာင္ အာရွႏုိင္ငံမ်ားကို ဆက္သြယ္ေပးမယ့္ အခ်က္အခ်ာ က်တဲ့ စီးပြားေရးရပ္၀န္း တစ္ခု ျဖစ္လာမယ္လို႔CPG အႀကံေပး ကုမၸဏီက ခန္႔မွန္းထားပါတယ္။
ေက်ာက္ျဖဴအထူးစီးပြားေရးဇုန္ စီမံကိန္း အေကာင္အထည္ေဖာ္ၿပီး ပါက ေဒသခံျပည္သူေပါင္း တစ္သိန္း ေက်ာ္ အလုပ္အကိုင္မ်ားရႏုိင္မယ္လို႔ အစိုးရပိုင္းက ေမွ်ာ္မွန္း ထားပါတယ္။
လက္ရွိမွာ ေက်ာက္ျဖဴေရနက္စီမံကိန္းနဲ႔ တြဲဖက္လုပ္ကိုင္မယ့္ ေက်ာက္ျဖဴ -ကူမင္း ရထားလမ္းရယ္၊ ကားလမ္းရယ္ နဲ႔ ေရနံပိုက္လုိင္းသြယ္တန္းေရး လုပ္ငန္းေတြ ကေတာ့ ခ်ဳပ္ဆိုထားတဲ့ MoU ပ်က္ျပယ္သြားၿပီျဖစ္တယ္လို႔ ေက်ာက္ျဖဴ အထူးစီးပြားေရးဇုန္ စီမံခန္႔ခဲြေရး ဆပ္ေကာ္မတီ ကေျပာဆိုထားပါတယ္။
၂ဝ၁၁ ခုႏွစ္ ဧၿပီလကစၿပီး ခ်ဳပ္ဆိုထားတဲ့ သေဘာတူစာခ်ဳပ္ခ်ဳပ္ဆိုထားေပမယ့္ ဒီစီမံကိန္းနဲ႔ပတ္သက္လုိ႔ တက္ႂကြလႈုပ္ရွားသူေတြက ကန္႔ကြက္ တာေတြေၾကာင့္ လည္း ဒီစီမံကိန္းဟာ သေဘာတူစာခ်ဳပ္ခ်ဳပ္ၿပီး ခဲ့ေပမယ့္ မလုပ္ေဆာင္ႏိုင္ခဲ့ပါဘူး။
ဒါေၾကာင့္ ေက်ာက္ျဖဴေရနက္စီမံကိန္း သာ အေကာင္အထည္ေဖာ္ မွာျဖစ္ၿပီး ေက်ာက္ျဖဴ -ကူမင္း ရထားလမ္း၊ ကားလမ္း နဲ႔ ေရနံပိုက္လုိင္းရယ္စတဲ့ Three in One စီမံကိန္းကေတာ့ လံုးဝရပ္နား လိုက္ၿပီျဖစ္ပါတယ္။

One Thai and five Chinese firms to build Rakhine state economic zone

After years of deliberation, the Kyaukphyu Special Economic Zone in Rakhine State will begin construction and operation after the announcement that six companies will be awarded contracts to build the zone.
“Starting from 2016, the companies which won the tender will start implementation of this project in cooperation with Kyaukphyu SEZ Management Committee organised by the government. Then, the tender winner company will have to start EIA and SIA surveys for the project,” said U Ba Shwe, chairman of the Kyaukphyu SEZ Management Committee.
The largest of the six companies is CITIC, a state-owned Chinese conglomerate which works in manufacturing, construction, mining, real estate, and banking.
CITIC will form a consortium with Thailand’s Charoen Pokphand Group Company Limited (CP Group), China Harbor Engineering Company Ltd (CHEC), China Merchants Holdings (International) Co LTD (CMHI) , TEDA Investment Holding (TEDA) and Yunnan Construction Engineering Group (YNJG).
Xinhua News Agency reported that after the completion of the project, the expected annual capacity of the Deep Sea Port will be 7.8 million tonnes of bulk cargo and 4.9 million TEU containers. With increased container throughput, the Deep Sea Port may upgrade to the complete container terminals, with the annual capacity of 7 million TEU containers.
The SEZ will also include an industrial park, and is touted to create 100,000 jobs.
Kyaukphyu SEZ is of great strategic importance to China as it is the terminal of the Sino-Myanmar oil and gas Pipeline.

Problems afflicting the oil and gas pipelines built by China through Burma could jeopardize the development of a special economic zone (SEZ) around Kyaukphyu on the Arakan State coast, an economist said.
Energy industry reports say the natural gas pipeline stretching from Kyaukphyu to China’s Yunnan Province is operating at less than 20 percent of its capacity, five months after it was declared operational by China National Petroleum Corporation (CNPC).
This revelation, by Interfax Natural Gas Daily, comes on top of news that the chief purpose of the twin oil pipeline through Burma nearing completion by CNPC is in doubt.
Middle Eastern crude oil to be transshipped through Kyaukphyu was meant to feed a new giant 200,000 barrels-per-day refinery and petrochemicals complex in Yunnan’s capital Kunming. However the complex, to have been built by CNPC, has been shelved until at least 2016 as part of cutbacks in China’s over-invested refining industry.
“Kyaukphyu is dependent for its viability on being a transshipment point for energy resources to China,” economist and noted expert on Burma Sean Turnell told The Irrawaddy. “In the absence of this, or in its significant under-use, the economic rationale for the location for an SEZ disappears rather quickly.”
State-financed CNPC has spent an unknown sum of money developing a deep-water oil tanker terminal at Kyaukphyu, which is where undersea pipe links to the Shwe gas fields in the Bay of Bengal also come ashore.
China’s official news agency Xinhua said last October that the gas pipeline had “gone into full operation.”
But Interfax said in a new report on the pipeline: “More than seven months after its commissioning ceremony, the pipeline is handling a fraction of its designed capacity of 12 billion cubic meters (cm) per year, according to Chinese customs data.
“Imports climbed to 56.92 million cm in November, 141.29 million cm in December and 166.02 million cm in January. However, that amounts to less than 20% of the pipeline’s capacity.
“Marketing projections by CNPC had suggested it would initially run at 50% of capacity.”
The South Korean-Indian business consortium developing the Shwe project led by engineering giant Daewoo International is facing operational problems such as undersea drilling, said Interfax, citing industry sources.
The London-based gas industry specialists cast doubt on CNPC’s trans-Burma pipeline ever achieving full capacity throughput without obtaining gas from sources other the Shwe field.
“As CNPC’s offtake [from Shwe] is equivalent to 4 billion cm per year, analysts have questioned where the additional gas will come from to exploit the pipeline’s designed 12 billion cm capacity.
“New discoveries and new developments for the pipeline could come, but so far, it’s not there yet,” Kang Wu, head of Asia operations at Facts Global Energy, told Interfax.
“You can speculate, say it will be filled up. Maybe that will be true, but so far, the development is not concrete enough to say the rest of the pipeline will be filled up soon,” Interfax quoted Kang Wu as saying.
The Ministry of Energy this week named international energy firms as the winners of tenders on 20 offshore blocks to explore for oil and gas, but new gas coming from the seabed in these areas is years off. And the Naypyidaw government has already declared it will not permit the export of any more domestically produced natural gas resources—beyond those agreements already signed, mainly by the former military regime—until all of Burma’s energy needs are met.
The government last September invited tender bids from Burmese and foreign companies for contracts to develop an SEZ around Kyaukphyu. A government outline proposal is for a zone of 120 square kilometers including all of Ramree Island and adjoining on the mainland. An international consortium led by Singapore’s CPG Corporation was this month awarded the consulting tender for the project, and a tender to develop the SEZ is expected to close in November.
A Chinese state-owned firm, China Railways Engineering Corporation, last year signed a memorandum of understanding with Naypyidaw to build an 800-kilometer railway linking Yunnan Province with the proposed SEZ.
Turnell, based at Macquarie University in Australia and co-editor of Burma Economic Watch Bulletin, told The Irrawaddy: “Unlike other SEZ locations, which have advantages for the transshipment of other goods, Kyaukphyu is really just about energy.”
In an earlier interview, Turnell said he doubted whether there would be a great deal of interest in an SEZ linked to a Kyaukphyu port other than from China and its old rival in the region, India.
The Shwe Gas Movement, a domestic rights group, continues to call for more transparency and fairness for local people in Kyaukphyu developments.
“The primary direct consequences of the Shwe Gas project are land confiscation, labor abuse, loss of livelihoods and environmental degradation,” the group alleges.
“Given that Burma’s transition from military dictatorship to a quasi-civilian government is still in an early and precarious stage, some of the abuses associated with this project are ongoing, and new problems have emerged.”
FINISH ON TIME — President calls for accelerating SEZ tender process
President U Thein Sein, who serves as the chairman of the Myanmar Special Economic Zone Central Working Body, has called on the body to speed up its efforts to announce the result of the tender for the development of the Kyaukphyu Special Economic Zone during the term of the current government.
At the meeting of the committee in Nay Pyi Taw yesterday, the president urged the consulting firm, the preferred bidder and officials concerned to complete the process for announcement of the result of tender for development of Kyaukphyu SEZ so that the next government can continue to implement the project in easy way.
Special Economic Zone projects of Myanmar are important in terms of connectivity not only for Myanmar but also for the ASEAN as they are strategically located on international shipping routes in coastal regions, said President U Thein Sein, referring Thaliwa Special Economic Zone and DaweiSpecial Economic Zone which are also under implementation.President U Thein Sein also called for speedily implementation of Dawei SEZ as the partnership of Japan in the SEZ and related project would assist the project in speeding up the project.
Implementation of Dawei SEZ and its related projects would not only benefit Thailand and Myanmar but also regional countries, he added.
He also stressed the need to maintain the current momentum of implementation of Thilawa SEZ which attracted the participate of Japan, urging officials to complete the project phase by phase in time.
Then, Vice President U Nyan Tun, the vice chairman of the central working body, reported on implementation of Thilawa, Dawei and Kyaukphyu SEZs.
Thilawa SEZ, where 48 foreign companies have invested over US$ 500 million, is the most successful one in Myanmar and initial projects for Dawei SEZ are being implemented Roland Berger Company, according to the vice president.
The government is also seeking approval of the Pyidaungsu Hluttaw to announce 4,289 acres of land in Kyaukphyu, Rambyeand Marnaung townships under the regional master plan developed by CPG Group.
Afterwards, chairmen of managements committees of the SEZ reported on work being carried at the SEZs.

CITC-Led Consortium Wins Myanmar Deepwater Port Gig

A consortium led by Chinese CITIC Group Corporation has won the bid to for the deepwater port construction project in Kyaukpyu Special Economic Zone, Myanmar.
The consortium comprises of CITIC Group Corporation, Chia Tai Group, CHEC, China Merchants Group, Tianjin Teda and Yunnan Construction Engineering Group.
The project is estimated to be worth USD 5.4 billion, covering a total area of 4,289 acres. It has been divided into the three parts: deepwater ports project, industrial park and residential quarters.
The deepwater port projects consists of two terminals, Made Island Terminal and Yabye Island Terminal, which cover an area of 370.7 acres and 237.2 acres respectively. The project involves the construction of ten 100,000t berths with a total length of 4.1 kilometers, a road and a bridge.
The construction of the deepwater port is expected to take 20 years, divided into four stages.
Once completed, the port is expected to reach annual capacity of 7.8 million tons of bulk cargo and 4.9 million TEU containers.
