ေက်းရြာတစ္ရြာ ထုတ္ကုန္တစ္မ်ဳိး (OVOP) ေဆာင္ရြက္ေရး ႏို္င္ငံေတာ္သမၼတႀကီးက အျမင္က်ယ္စြာ ေစာေစာစီးစီး တိုက္တြန္းခဲ့သည္မွာ ႏွစ္ႏွစ္ႏွင့္သုံးလခန္႔ပင္ ၾကာခဲ့ပါၿပီ။ ယေန႔အထိ မည့္သည့္တိုင္းေဒသႀကီး၊ မည္သည့္ျပည္နယ္ ကမွ တုတ္တုတ္မွ်မလႈပ္ေသး။ အလြန္ေဆာင္ရြက္ သင့္ပါလ်က္ ေလးကန္ ေႏွးေကြးေနၾကသျဖင့္ ျပန္လည္ေဖာ္ထုတ္ကာ ထပ္မံ၍တပ္ လွန္႔ႏိႈးရေပ သည္။



ႏို္င္ငံေတာ္ သမၼတသည္ ၂၀၁၁ ခုႏွစ္ ေမလ ၂၀ ရက္မွ ၂၂ရက္ေန႔အထိ က်င္းပခဲ့သည့္ အမ်ဳိးသားအဆင့္ေက်းလက္ေဒသ ဖြံ႕ၿဖိဳးေရးႏွင့္ ဆင္းရဲႏြမ္းပါးမႈ ေလ်ာ့က်ေရးဆိုင္ရာ အလုပ္႐ုံေဆြးေႏြးပြဲသုိ႔ တက္ေရာက္၍ ဖြင့္ပြဲ အခမ္းအနားတြင္ မိန္႔ခြန္းေျပာၾကားခဲ့သည္။ မိန္႔ခြန္းတြင္ အလြန္အခ်က္က်မ်ားျပားလွသည့္ လိုက္နာေဆာင္ရြက္ သင့္ေသာ လုပ္ငန္းစဥ္မ်ားအနက္၊ ေက်းလက္ေဒသဖြံ႕ၿဖိဳးေရး ပိုမိုထိေရာက္စြာ ေျပာင္းလဲ တိုးတက္ေအာင္ အေျဖရွာေဆာင္ရြက္သင့္ေသာ လုပ္ငန္းစဥ္ (၁၀) ရပ္ပါရိွသည္။ ယင္အနက္ အမွတ္စဥ္ (၁၀)မွာ “ေက်းရြာတစ္ရြာ ထြက္ကုန္တစ္မ်ဳိး ေဆာင္ရြက္ရာတြင္ နယ္ေျမေဒသႏွင့္ ေက်းရြာမ်ားအေပၚ မူတည္၍ လယ္ယာသီးႏွံမ်ားသာမက အျခားလက္မႈပစၥည္မ်ား၊ အႏုပညာပစၥည္းမ်ား၊ လူသံုးအိမ္သံုး ပစၥည္းမ်ား၊ ေစ်းကြက္၀င္ ထုတ္လုပ္ႏိုင္ေအာင္ အားေပးျခင္းျဖစ္သည္။ (ယြန္းထည္၊ စဥ့္ထည္၊ ပိုးလုပ္ငန္း၊ ေငြထည္ေၾကးထည္ လုပ္ငန္း၊ ရက္ကန္းလုုပ္ငန္း၊ စက္ခ်ဳပ္လက္ခ်ဳပ္လုပ္ငန္းစသည့္ အိမ္တြင္းစက္မႈ လက္မႈလုပ္ငန္းမ်ား၊ အေသးစားစက္မႈလုပ္ငန္းမ်ား၊ အစုအဖြဲ႕ျဖင့္ စီးပြားေရးကုန္ထုတ္လုပ္ငန္းမ်ားအား ေပးျမႇင့္တင္ျခင္း။) ဟူေသာလုပ္ငန္းစဥ္ကို ဦးစားေပးေဆြးေႏြးျခင္း ျဖစ္သည္။



အမွန္က One Village One Product (OVOP) ဟူေသာ ေက်းရြာတစ္ရြာ ထုတ္ကုန္တစ္မ်ဳိး ေဆာင္ရြက္ေရး လုပ္ငန္းစဥ္သည္ ဂ်ပန္ ႏိုင္ငံ၊ အိုအိတာ (Oita) တိုင္းစီရင္စု၏ အုပ္ခ်ဳပ္ေရးမွဴး (ဂါဗနာေခၚတိုင္းေဒသ ႀကီး၏ အႀကီးဆံုးျဖစ္သူ) မစၥတာ ဟီရာမတ္ဆုမိုရီဟီကို (Hiramatsu Marihiko) က ၁၉၇၉ ခုႏွစ္တြင္ စတင္တီထြင္ ထူေထာင္ခဲ့ေသာ နည္းစနစ္တစ္ခုျဖစ္သည္။ အိုအိတ တိုင္းစီရင္စုသည္ က်ဴ႐ႈးကၽြန္း၏ အ ေရွ႕ေျမာက္ဘက္ ေခ်ာင္က်ေသာ ေရးလက္ၾကားတြင္ ကၽြန္းဆြယ္ပတ္လည္ ပိတ္ေနသည့္ေနရာ ျဖစ္သည္။ တိုင္းအတြင္းရိွ ေက်းရြာ မ်ားမွျပည္သူတို႔သည္ ရင္းႏွီးျမွဳပ္ႏွံမႈလုပ္ရန္ လုပ္ငန္းမယ္မယ္ရရမရိွျခင္း၊ အိမ္ေထာင္စုမ်ား ၀င္ေငြက်ဆင္း၍ အလုပ္အကိုင္ရွားပါးျခင္း၊ စီးပြားေရးက်ဆင္းျခင္း၊ ဂ်ီဒီပီအ လြန္နည္း ျခင္း၊ မဖြံ႕ၿဖိဳးမႈဒဏ္ႏွင့္ ဆင္းရဲႏြမ္းပါးမႈဒဏ္ စေသာ ဒုကၡခံရျခင္းစသည္တို႔ေၾကာင့္ တုိင္းစီရင္စုျပင္ပသို႔ ထြက္ခြာေျပာင္းေရႊ႕စျပဳလာသည္။ သို႔ျဖင့္အုပ္ခ်ဳပ္ေရးမႈး ဟီရာမတ္စုအေနျဖင့္ နည္းမ်ဳိးစံုအႀကံထုတ္ၿပီး ေနာက္ဆံုး၌ OVOP ေက်းရြာတစ္ရြာ ထုတ္ကုန္တစ္မ်ဳိး လုပ္ငန္းစဥ္ကို တီထြင္ေဆာင္ရြက္ျဖစ္ခဲ့သည္။



တိုင္းအတြင္းေက်းရြာမ်ားတြင္ ျဖစ္ထြန္းႏိုင္ေျခရိွေသာ ရီွအိတာကဲမိႈတစ္မ်ဳိးကုိ အဆင့္အတန္း၊ အရည္အေသြး၊ ထြက္ရိွ မႈအားပါေကာင္းေအာင္ ဖန္တီးေစၿပီး ဂ်ပန္ႏိုင္ငံအႏွံ႔ ေစ်းကြက္ခ်ဲ႕ထြင္ေရာင္းခ်ရာ၊ မၾကာမီေအာင္ျမင္ခဲ့သည္။ တစ္ျပည္လံုးေရာင္းအား၏ ၂၈ ရာခိုင္ႏႈန္းအထိ အေရာင္း တြင္က်ယ္ခဲ့သည္။



ေနာက္တစ္မ်ဳိးျဖစ္သည့္ ေဒသထြက္ကာဘိုးဆူေရွာက္သီးတစ္မ်ဳိးကိုလည္း အထြက္ႏႈန္းေရာ စိုက္ဧကပါ တိုးခ်ဲ႕ၿပီး စပ်စ္၀ိုင္ကဲ့သို႔ ယမကာတစ္မ်ဳိးကို ဘာလီအရက္ႏွင့္ ေရာခ်က္ကာေစ်းကြက္ထြင္ခဲ့ရာ အလြန္အရသာ ထူးကဲသည့္ ယမကာေဖ်ာ္ရည္အျဖစ္ ေက်ာ္ၾကားကာေက်းရြာမ်ား၀င္ေငြ ေကာင္းခဲ့ျပန္သည္။ ထို႔ ျပင္ သူတို႔တိုင္းေဒသတြင္ ဘက္ပူ(Beppu) ႏွင့္ ယူဖူယင္(Yufuin) သတၳဳနံ႔သင္းေသာေရ ပူစခန္းမ်ားရိွ ရာ၊ ေရပူစိမ္ရန္ႀကိဳက္လွသည့္ ဂ်ပန္ လူမ်ဳိးမ်ားကို တစ္ႏို္င္ငံလံုးမွ လာေရာက္ေရပူစိမ္ခ်င္ေအာင္ ဆြဲ ေဆာင္ႏို္င္ခဲ့သည္။ ႏွစ္စဥ္ေရလာစိမ္သူ လူဦးေရ ၁၃.၈ သန္းေက်ာ္အထိ လာေရာက္သည့္အတြက္ ေက်း ရြာမ်ား၀င္ေငြတိုးတက္လာခဲ့သည္။ ေဒသအထူး ထုတ္ကုန္မ်ားလည္း ေက်းရြာတစ္ခုခ်င္းအလိုက္ အမယ္ တိုးျမႇင့္ထုတ္လုပ္ေစခဲ့ရာ ၂၀၀၁ ခုႏွစ္တြင္ အမယ္ေပါင္း ၃၃၆ မယ္ကို ႏိုင္ငံျခား တင္ပို႔ႏို္င္သည္အထိ ထုတ္လုပ္ခဲ့ၿပီး ၀င္ေငြအေမရိကန္ေဒၚလာ ၁ ဒသမ၂ ဘီလီယံရရိွကာ ကမၻာေက်ာ္လာေလသည္။ 



ဤတြင္ တ႐ုတ္ျပည္သူ႔သမ္ၼတႏိုင္ငံက မဆိုင္းမတြ ဆက္သြယ္အတုယူခဲ့သည္။ OVOP စနစ္ တ႐ုတ္ျပည္၌

ေအာင္ျမင္ေသာအခါ ထိုင္းႏိုင္ငံ၊ မေလးရွား၊ ကေမၻာဒီးယား၊ လာအို၊ အင္ဒိုနီးရွား၊ ဖိလစ္ပိုင္စေသာ အာဆီယံႏိုင္ငံမ်ား ႏွင့္မြန္ဂိုလီးယား၊ အာဖရိကတိုက္ရိွႏိုင္ငံမ်ားစြာတို႔ကပါ ဂ်ပန္ႏိုင္ငံဂ်ဳိက္ကာႏွင့္ ဂ်က္စ႐ိုတို႔၏ပံ့ပိုးကူညီမႈျဖင့္ OVOP ေက်းရြာတစ္ရြာ ထုတ္ကုန္တစ္မ်ဳိး လုပ္ငန္းစဥ္မ်ား လုပ္ကိုင္ျဖစ္ၾကေလသည္။ ယခုအခါ ဂ်ပန္ႏို္င္ငံႏွင့္ ကမၻာ့ကုန္သြယ္ေရးအဖြဲ႕ (WTO) တို႔ ပူးေပါင္းေဆာင္ရြက္မႈေၾကာင့္ ဖြံ႕ၿဖိဳးဆဲႏိုင္ငံမ်ားစြာကို အက်ဳိးျပဳၿပီး၊ ဖြံ႕ၿဖိဳးမႈ အနည္းဆံုး ၄၈ ႏိုင္ငံကိုပါ ဆက္လက္အက်ဳိးျပဳလ်က္ရိွသည္။ ၀မ္း နည္းဖြယ္ေကာင္းသည္က၊ လြန္ခဲ့သည့္ႏွစ္ေပါင္း ၃၄ ႏွစ္ခန္႔ကတည္းက စတင္ေပၚေပါက္ၿပီး တစ္ကမၻာ လံုးျပန္႔ႏွံ႔ေအာင္ျမင္ေနၿပီ ျဖစ္သည့္ OVOP ေခၚေက်းရြာ တစ္ရြာ ထုတ္ကုန္တစ္မ်ဳိး လုပ္ငန္းစဥ္သည္ ယခုတိုင္ ျမန္မာႏိုင္ငံသုိ႔ ေျခခ်ႏိုင္ျခင္းမရိွေသးေအာင္ ေႏွာင့္ေႏွးေအးစက္ေနသည့္အခ်က္ပင္ ျဖစ္သည္။



ႏိုင္ငံေတာ္သမၼတႀကီးကိုယ္တုိင္က လြန္ခဲ့သည့္ ႏွစ္,ႏွစ္ေက်ာ္ကတည္းက အားေပးအားေျမႇာက္ျပဳခဲ့ ပါလ်က္ ဤသုိ႔အေကာင္အထည္ေဖာ္သည့္ တိုင္းေဒသႏွင့္ ျပည္နယ္မ်ား မထြန္းေပါက္ေသးသည္မွာ အံ့ၾသ ၀မ္းနည္းဖြယ္ေကာင္းလွေတာ့သည္။ ယခုကဲ့သို႔ ျပဳျပင္ေျပာင္းလဲေရးေခတ္တြင္ တိုင္းေဒသႀကီးမ်ားႏွင့္ ျပည္နယ္မ်ား၏ အႀကီးအမွဴး မ်ားသည္ မိမိေဒသစီးပြားေရး ဖြံံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ နည္းလမ္းစံု ရွာေဖြ ေဆာင္ရြက္ရမည္ ျဖစ္သည္။ အေမရိကားႏိုင္ငံ၊ တ႐ုတ္ႏိုင္ငံ၊ ဂ်ပန္ႏိုင္ငံတို႔ ကမၻာ့ထိပ္ဆံုးအဆင့္ျမင့္ႏို္င္ငံ ႀကီးမ်ားအျဖစ္သုိ႔ ေရာက္ရိွျခင္းမွာ Provinces, Prefectures, States စသည့္ ေဒသအသီးသီးတို႔ မိမိေဒသဖြံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ ယွဥ္ၿပိဳင္မႈ အျပည့္ျဖင့္ အားႀကိဳးမာန္တက္ တီထြင္ႀကံဆေအာင္ရြက္ခဲ့ ျခင္းေၾကာင့္ ျဖစ္သည္။

What is OVOP?

local cereal producerOne Village One Product (OVOP) movements have been promoted in Oita since the 1970's. Advocated by Dr. Morihiko Hiramatsu, Governor of Oita prefecture in Japan (1979-2003), the OVOP movements are known to have contributed to revitalizing rural villages experiencing depopulation, as well as economic and social stagnation. The OVOP movements encourage and engender community initiatives to (re)discover and add value to local resources, and create a local specialty product (OVOP product) which can be considered as a unique local treasure. The OVOP movements have been adopted in a number of countries in the world. The Japanese government has been promoting the concept of the OVOP movements as a main pillar of its official development assistance directed to Africa.
The OVOP movements are founded upon three principles. (Please refer to the website of Oita OVOP International Exchange Promotion Committee in detail.)

(1) Local yet Global

Under the principle of "local yet global", emphasis is placed on reinforcing linkages between "local link" and "global reach", "Local link" implies reconsidering the value of resources existing in and around a community, while "global reach" suggests a possibility of an OVOP product made of and by such resources to attain recognition in urban or overseas markets. People in a community are expected to learn to add creativity to improve quality and design of OVOP products, in order to meet the needs of urban and overseas markets.

(2) Self-reliance and Creativity

“Self-reliance and creativity” reiterates the importance of concerted community initiatives in the identification and unitization of local resources, and in the production and marketing of OVOP products. By doing so, various sections of a community, including OVOP producers, are expected to understand the importance of a community‟s self-reliance in the management of these resources for the benefit of the community.

(3) Human Resource Development

“Human resource development” is a critical element of OVOP movements. This principle underlines the importance of raising capacities of human resources, for them to acquire knowledge and skills to reinforce linkages between “local link” and “global reach”.




Small and Medium Enterprises
In the APEC region, small and medium enterprises (SMEs) account for around 90 percent of all businesses and employ as much as 60 percent of the work force. At present, however, they generate only around 30 percent of exports. APEC’s Small and Medium Enterprises Working Group (SMEWG) therefore works to encourage the development of SMEs and build their capacity to engage in international trade.
First established in February 1995 as the Ad Hoc Policy Level Group on SMEs' (PLGSME), the objective was to assist SMEs improve their competitiveness and to facilitate a more open trade and investment environment. In 2000, the group was renamed the SMEWG and granted permanent status.
The SMEWG works towards the achievement of the Bogor Goals by fostering enabling business environments for SMEs to grow and develop into export-ready (internationalized) firms, through the sharing of information on best practice initiatives and conducting capacity building activities.
A meeting of ministers responsible for SMEs has been held annually since 1994. In August 2012, the ministers, at their 19th Meeting in Saint Petersburg, Russia endorsed the SMEWG Strategic Plan for 2013-2016 which will provide a roadmap to address critical issues and concerns pertaining to the growth of SMEs and micro enterprises (MEs) in the APEC region,  with the following priority areas for action:
  1. Building Management Capability, Entrepreneurship and Innovation;
  2. Financing; and
  3. Business Environment, Market Access and Internationalization.
The SMEWG meets twice a year. The most recent meeting was held in Makati City, the Philippines, on 13-14 March 2013.
The SMEWG collaborates with other APEC fora, in particular the Economic Committee (EC), the APEC Business Advisory Council (ABAC) and APEC's Policy Partnership on Women and the Economy (PPWE).

The 37th Small and Medium Enterprises Working Group (SMEWG) Meeting was held in Nusa Dua, Bali on 4-5 September 2013. The SMEWG members reviewed their activities in relation to the endorsed priorities of this year: (1) Building Management Capacity, (2) Entrepreneurship and Innovation, (3) Finance, (4) Business Environment, Market Access and Internationalization.
In 2013, the SME Working Group completed 11 projects covering all Strategic Plan priorities and objectives, provided 13 workshops, seminars and trainings for several hundred of trainers, government officials and SMEs. 13 reports, papers, databases and other deliverables have been made available to APEC economies in 2013-2014, making this group one of the most active groups under the SOM Steering Committee for Economic and Technical Cooperation.
The SME Working Group agreed to work together and provided four key indicators for the SME Monitoring Index to assess outcomes of the 2013-2016 Strategic Plan. These four indicators include: (i) SMEs share of GDP; (ii) SMEs share of total business population; (iii) SMEs contribution to employment; (iv) SMEs contribution to exports.
Key Deliverables and Projects for 2013:
APEC Seminar on the Dynamics of SME: Informality and Women Entrepreneurship (Indonesia)
The APEC Workshop on The Dynamics of SME: Informality and Women Entrepreneurship was successfully conducted in September 2013 in Nusa Dua Bali. The workshop was attended by 64 participants from 14 member economies and was organized by Indonesian SMEWG/R&D for Cooperatives and SMEs Resources, Ministry of Cooperative and SME, with the Center for Industry, SME and Business Competition Studies University of Trisakti as the co-organizer. Invited speakers presented their ideas and thoughts about factors determining the dynamics of SMEs and their key constraints and some key issues related to women entrepreneurship. The seminar also covered specific actions that APEC member governments could implement to address this issue, and provided a list of specific recommendations for SME policymakers.
Levelling the Playing Field (Chile)
Chile emphasized their high growth rate and high GDP, which is the highest in Latin America. Inflation has been also been controlled. In terms of entrepreneurship and innovation, Chile has implemented a program called “Bee Capital” which is a funding program that provides non-repayable grants to women entrepreneurs for amounts ranging from US $1000 to $6000. The program has already funded 2,600 business projects led by women. Chile has also implemented changes in procedures that have reduced the amount of work needed to start and formalize a business. Chile also provides legal assistance to SMEs and has prioritized innovation among SMEs. There have also been efforts to institute regional entrepreneurship centers and One Village One Product (OVOP)-type activities throughout the economy.
Workshop on Promotion of New Business by Women’s One Village One Product (Japan)
The APEC Women’s One Village One Product (OVOP) Seminar was held in September in Bali, Indonesia. The seminar aimed to disseminate ideas/information on how to facilitate women’s entrepreneurship with the use of the “One Village One Product (OVOP)” method. In the seminar, Japan made a report on the result of the “OVOP Movement Utilizing Women’s Possibilities” survey, which Japan conducted for the seminar, highlighting the best practices of women’s OVOP groups. Experts from different sectors were also invited to share their experiences and views on key success factors for facilitating women’s entrepreneurship.
Green Technology Initiative: Establishing Green Technology Innovation Network to Support SME Development (Indonesia)
The Green Technology Initiative was held in Bali, Indonesia in September 2013. The workshop aimed to carry out the recommendations made by the 2011 APEC International Training and Workshop on Green Technology Business Incubation in Indonesia to develop a green technology network that would benefit SMEs in the region. The network would facilitate interaction between green technology-based SMEs and technology innovation providers; and provide an avenue for sharing best practices on the promotion and development of green technology-based SMEs in APEC economies.
APEC Green Business Forum (Korea)
The APEC Green Business Forum was held in Bali, Indonesia in September 2013. The forum followed up on the APEC Carbon Labelling Workshop held in March 2013 and was attended by 49 participants from 16 member economies. The project focused on ways for SME policymakers to provide an enabling environment for SMEs by raising awareness about the global green supply chain and closing the capacity gap in carbon labelling schemes within APEC.
Business Ethics Compliance Train-the-Trainer Workshop and Workshop on Stakeholder Awareness for the Healthcare sector (USA)
This year the Multi-Year Project on "Business Ethics for APEC SMEs" organized two events:
  • A train the trainer workshop with 125 trainees, creating ethics champions and change agents who will return to their home economies and carry out local ethics training.
  • A high-level meeting that convened key stakeholders critical to creating an ethical healthcare ecosystem (leaders from physician and hospital organizations, anti-corruption agencies, health ministries and health regulatory agencies, and industry) to build awareness on the high standard APEC principles for codes of ethics (the KL and Mexico City Principles). The high-level group issued a "Bali Statement," calling on APEC to carry out sustained capacity building and dialogue on business ethics issues for all healthcare stakeholders by creating an on-going "APEC Business Ethics Forum" to foster regional cooperation. In addition, the Initiative's public-private monitoring groups reported that over 15 associations across the APEC region created or updated a codes of ethics this year that are aligned with the high standard APEC Principles.
Directory of initiatives available in APEC Economies to Assist SMEs’ access to Global Markets (Australia)
The Project, led by Australia, aimed to create a directory of initiatives that APEC economies have in place to assist their SMEs’ access global markets.  SME participation in global markets can be either as a direct exporter of goods and services or as part of a global supply chain.  Australia noted that nine economies have already contributed to the directory and issued a further invitation to other economies that would like to participate. 
APEC Startup Accelerator Initiative - Startup Leadership Summit (Chinese Taipei)
Within the framework of the project, Chinese Taipei organized two events: the “APEC Startup Accelerator Leadership Summit 2013” and the “Intel APEC Challenge.” Chinese Taipei also proposed an “APEC Accelerator Network” concept note to establish stronger regional resources to support startups in terms of cross-border incubation, mentorship, early-stage investment, and business matching. The first phase of the APEC Accelerator Network will establish a forum to be held back to back with the 38th SMEWG Meeting in March 2014, and the second phase of the project will host a start-up competition in August, 2014 in Chinese Taipei.
Improving Natural Disaster Resilience of APEC SMEs to Facilitate Trade and Investment (Chinese Taipei)
The APEC Train-the-Trainer Workshop on Promoting SME Business Continuity Planning was held in August 2013 in Chinese Taipei, as a part of its multi-year project to enhance SMEs’ natural disaster resiliency. Chinese Taipei also presented the “Guidebook on Promoting SMEs’ Business Continuity Plans” as one of the key deliverables of the project for 2013.
SME Seminar on Cross Border Trade (CBT) in APEC Region (Indonesia)
The APEC Workshop on Cross Border Trade in the APEC Region will take place in February 2014 in Bali, Indonesia. The workshop will be organized by the Indonesian SMEWG/R&D for Cooperatives and SMEs Resources, Ministry of Cooperative and SME in cooperation with the Center for Industry, SME and Business Competition Studies, USAKTI. It will address key issues related to SMEs' involvement in cross border trade in the region, focusing specifically on key constraints for doing business across borders.
Next Meeting
The 38th APEC SMEWG Meeting will be held March/April 2014 in Chinese Taipei.
The 20th APEC SMEMM will be held in the second half of 2014 in Nanjing China.
