As of July 2013, Japan had taken measures concerning the Visa Exemption Arrangements with 66 countries and regions as the chart below.
Nationals and citizens of those countries and regions shown below are not required to obtain a visa to enter Japan when the purpose of their visit is tourism, commerce, a conference, visit to relatives/ acquaintances, etc. However, when foreign national engages in paid activities in Japan, or the period of stay stipulated in each arrangement of short-term stay, visas will be required to enter Japan.

Those who do not hold an MRP or ePassport are advised to obtain a visa in advance, otherwise will be strictly examined and may be refused entry to Japan.
(∗7) For nationals of those countries with visa exemptions permitting stays of up to 6 months under the bilateral visa exemption arrangements, those who wish to stay in Japan for more than 90 days are required to apply for an extension of the period of stay to the Ministry of Justice (Regional Immigration Bureau) before the period of permitted stay is to expire.
(∗8) Nationals of Peru (since July 15, 1995) and Colombia (since February 1, 2004), are advised to obtain a visa in advance, otherwise will be strictly examined and may be refused entry to Japan.
Myanmar nationals are issued multiple-entry visas
Multiple-Entry Visas will be granted to Myanmar citizens who want to visit Japan starting from the mid January 2014.
Japan’s Foreign Ministry told a media group that Multiple-Entry Visa plan had been conducted intending to upgrade bilateral relationship between Japan and Myanmar.
It is learnt that any Myanmar citizen holding Multiple-Entry Visa which is valid for three years can stay for 15 days during one trip.
Dedicated to the 60th annual day for Japan-Myanmar diplomatic relationship the Multiple-Entry Visa plan has been implemented in 2014 although Myanmar citizens visited Japan using Single Entry Visa that allowed them to use it for one time before.
It is known that very Myanmar citizen holding a passport can for the time being travel to Cambodia, Laos, Phillippine and Vietnam without needing to apply for any visa, but free visa for them to visit Thailand is under negotiation.
An agreement on promoting bilateral business relationship between Japan and Myanmar was signed by both countries when Myanmar’s President U Thein Sein and Japanese Prime Minister Shinsoahbe met with each other at the end of 2013.
It is reported that now every Myanmar citizen holding an ordinary passport can visit ASEAN countries and Japan with free visa.
Japan has started issuing multiple-entry visas to Myanmar nationals as part of efforts to increase tourism and expand bilateral exchanges, the Foreign Ministry said.
A multiple visa will be valid for up to three years, allowing a bearer to stay in Japan for up to 15 days in a single visit. Myanmar nationals had been required to obtain single-entry visas to enter Japan.
The two countries are marking the 60th anniversary of bilateral diplomatic relations this year.
In a meeting with Myanmar President Thein Sein in December in Tokyo, Prime Minister Shinzo Abe pledged about ¥63 billion in new loans to develop a special economic zone, upgrade a railway network and promote other infrastructure projects in Myanmar.
The two governments also signed a bilateral investment treaty to boost Japanese investment in the Southeast Asian country.
Japan tourist visa is requiredfor citizens of Myanmar.

Citizens of Myanmar residing in Myanmar must apply for a visa to Japan in person at the nearest consulate of Japan in Myanmar. Please note, application procedures and fees may vary by location. If there is no consulate of Japan in Myanmar there may be a consulate of Japan in a neighboring country that covers the jurisdiction of Myanmar.

Check the current validity of your passport
For international travel, all travelers will need a passport, valid for at least 90 days following your departure date. However, we strongly recommend traveling with six months validity on your passport at all times.
It is also recommended that your valid passport have at least two un-used pages remaining, for any necessary entry and exit stamps that may be issued. It is also a good idea to review the number of pages and validity remaining your passport well in advance of overseas travel. This will allow for time needed if a replacement passport may be required.

Signings of Exchange of Notes on Grant Aid for Myanmar
- On March 24 (same day local time), on the occasion of a visit to the Republic of the Union of Myanmar by Minister for Foreign Affairs Mr. Fumio Kishida, signings of Exchange of Notes on the following six Grant Aid projects took place in Naypyidaw, the capital city of Myanmar, in the presence of Minister Kishida and H.E. Mr.Wunna Maung Lwin, Minister for Foreign Affairs of Myanmar. The total amount to be granted to the projects is up to 7.775 billion yen. (Overview(PDF)1. It is expected that implementation of the programm will improve the living environment of displaced persons.
Visa to Japan
A smooth Japanese visa application process requires clear understanding of the step-by-step lodging procedure as well as the necessary set of the documents. In order to apply for a visa to Japan, you will need to go through a few steps:
Step 1
Check if you are required to obtain a visa to Japan or whether your nationality falls into one of theCountries and regions with visa exemption arrangement with Japan.
Step 2
The Japanese Embassy accepts applications from Singapore passport holders or foreigners who are holding a long-term residence in Singapore (Dependent Pass, Student Pass, Employment Pass, Work Permit and Long-Term Visit Pass).
Short-term residents, tourists and temporarily visitors have to apply for a visa in Japanese Consulate or Embassy of their home countries. Exceptions are provided to foreigners holding an original Certificate of Eligibility issued by the Ministry of Justice of Japan whereby a person can apply for a visa to Japan even being a short-term visitor in Singapore.
Step 3
Please check whether you have at least two empty pages in your passport and it is valid for at least 6 months from the date of exiting Japan.

Once everything has been checked and you qualify for the previous 3 steps, please continue with the application process as described below.

HOW MUCH IS THE VISA PROCESSING FEE? |
Visa processing fees may differ by nationality and visa type. Fees are valid for one year and are revised yearly in April. Fee revision is made on 31 March at 4:30pm each year and will remain effective until 31st March the following year. The date of application (not the issue date of visa) shall be used as the determinant for fee revision. Fees published are in Singapore Currency. Payment must be made at time of collection of visa IN CASH ONLY and in the EXACT AMOUNT; personal checks, credit/debit cards and electronic payments, such as NETS WILL NOT accepted. Fees published on this page remain accurate and valid from 1 April 2014 to 31 March 2015. Note: With immediate effect, foreigners (regardless of nationality) applying for a single-entry short-term (15-day / 90-day) visa for sight-seeing including Okinawa as one of their destinations, will not be required to pay a fee for their visa application.
